随着上海市政府提出的：两级政府、三级管理、四级网络"的管理模式，社区管理工作日益繁重和复杂，社区精神文明建设，学习型社区的创建，社区服务的信息化、网络化，社区管理纵向涉及到基层政府及其街道、乡镇、居委会等，横向涉及到几乎涵盖人民生活的各个方面，迫切需要一支高素质的社区管理专业技术干部。
培养目标：
培养具有管理、经济、法律、社会学及行政学等方面的基本知识和行政管理能力，具有社区服务信息化、网络化意识，掌握现代行政管理和网络维护管理技能的复合型高级专门人才。
业务能力：
掌握本专业及专业方向所要求的基础知识和基本理论以及所涉及到的有关方针、政策和法规以及相关的国际惯例和规划；具有本专业各专业方向所要求的各项基本技能和方法，如社区行政管理方法；社区信息服务、网络维护技能；具有较强的语言文字表达能力，人际沟通能力和服务精神。
就业领域：
区、县、乡政府等政府机构及其下属的职能部门；街道、镇等机构及有关部门从事社区信息、行政等管理和技术服务工作；居委会、村委会等担任领导或从事管理工作。
